The government will bring out smart registration certificate cards for vehicles by May. Driving licence holders will be able to apply for smart cards at a cost of ₹200 (excluding postal charge) during the first year of the reform. The duplicate card will then cost ₹1,200 (excluding postal charge).

The driving licence holders, who currently have laminated driving licence can convert their licence to new smart cards by spending Rs 200 and postal charges. Minister for Transport Antony Raju said that these PETG cards designed in the model of ATM cards are highly secured and could not be tampered with.

For applying for the smart licence, the licence holders are not required to submit their old licence cards. The application can be submitted through the Parivahan portal and the relaxation in charge will be available only this year. After this period, Rs 1200 and postal charges have to be paid.The vehicle registration certificate will also be converted into PETG cards from May 1.

The smart cards will have a unique identification number, a pattern visible only under ultraviolet light, a guilloche pattern (similar to those in currencies), a borderline with micro letters, a hologram, India’s image that changes its colour with the light, and a QR code.

The State Government entered into the first contract for making smart cards with the Indian Telephone Industries (ITI) 22 years ago. However, the ITI had entrusted the task to a Delhi-based consortium. The PVC card at a rate of Rs 198 and smart card at Rs 395 were agreed upon in this contract. However, the government later struck down the contract, and the consortium approached the High Court. Though the succeeding governments entered into contracts with different firms for making the card, the court stopped the contracts on the arguments raised by the consortium.

Benefits of Having A Smart Card Driving License:

The Motor Vehicles Department (MVD) is now gearing up to roll out PVC PET-G cards for registration certificates (RC) too similar to smart card driving licences. Applications can be submitted for smart RC cards from Thursday onwards. The distribution will begin from October 4.

Eligibility Criteria for a DL:

To obtain a DL, you need to fulfil certain requirements. Here’s a list of basic pointers regarding the eligibility criteria for a DL in case of a privately owned vehicle.

• If you want an SCDL for a two-wheeler with gear with an engine capacity greater than 50cc, then you must be at least 18 years of age.
• In case of a non-geared two-wheeler, the minimum age limit is 16 years along with a letter of consent from the parents.
• For cars, the age limit is 18 years.

1) Visit the official website ” www.parivahan.gov.in website”.
2) Select the option” License Related Service” in Online Services.
3) Select the State of Kerala.
4) Click on the icon Replacement of DL
5) Select the RTO and generate the application.
6) Scan and upload the original license clearly on both sides.
7) Complete the online application by paying the prescribed fee.
