Prime Minister Narendra Modi on February 13, 2023, announced the launch of PM Surya Ghar Muft Bijli Yojana, aimed at providing up to 300 units of free electricity monthly to 1 crore households in the country. The project with an investment exceeding Rs 75,000 crore, aims to seek to boost income levels, reduce power bills, and improve employment opportunities, Modi said.

Through his official social media handle PM Modi said, “To further sustainable development and people’s wellbeing, we are launching the PM Surya Ghar: Muft Bijli Yojana. This project, with an investment of over Rs. 75,000 crores, aims to light up 1 crore households by providing up to 300 units of free electricity every month,” Modi further said. To popularise this scheme at the grassroots, Urban Local Bodies and Panchayats shall be incentivised to promote rooftop solar systems in their jurisdictions. At the same time, the scheme will lead to more income, lesser power bills and employment generation for people, PM Modi said.

He indicated that the power bills go down, however, there is no clarity as to whether the excess power generated over 300 units, that is sold by Discoms to other customers, will be bought from people and if they would be remunerated for it. Under the PM Surya Ghar: Muft Bijli Yojana, all residential households are eligible for subsidies on rooftop solar installations. Rooftop solar PV systems can be installed on any type of roof having sufficient load-bearing capacity. On a clear sunny day, a 1 KW solar power plant can generate 4 to 5.5 units in a day.

Government sources estimate the ₹75,000 crore capital subsidy is likely to be provided over the next 3-5 years, depending on the pace of installations and demand from the public. So far a few lakh solar rooftops have been installed so it remains to be seen what kind of offtake the new scheme attracts and the time taken for installations.

If the pace is strong more funds will be provided at the time of the revised estimates of the budget. Currently a ₹75,000 crore outlay over a 5 year period points towards a ₹15,000 crore annual outgo . However, the government sources expect the pace of PM ‘Surya Ghar’ to most likely pick from the second year of the scheme, with higher outgo of subsidy likely.

In the meanwhile, to facilitate the launch of the scheme the government has already factored in a ₹10,000 crore subsidy in the FY25 budget, under the existing budget head of solar grid rooftop. Sources indicate that once a formal nod from the Cabinet is in the existing scheme will be replaced with the PM Surya Ghar.

Central Financial Assistance (CFA) for Residential Rooftop Solar

According to the PIB release dated February 29, 2024, here are the major highlights of the scheme:

At current benchmark prices, this will mean Rs 30,000 subsidy for 1 kW system, Rs 60,000 for 2 kW systems and Rs 78,000 for 3 kW systems or higher, according to the PIB release.

The households will apply for subsidy through the National Portal and will be able to select a suitable vendor for installing rooftop solar. The National Portal will assist the households in their decision-making process by providing relevant information such as appropriate system sizes, benefits calculator, vendor rating etc, according to the latest PIB press release.

  • Select your Electricity Distribution Company

Step 2-Login with Consumer Number & Mobile Number.

Apply for the Rooftop Solar as per the form.

Step 3-Wait for the feasibility approval from DISCOM. Once you get the feasibility approval install the plant by any of the registered vendors in your DISCOM.

Step 4-Once installation is over , submit the plant details and apply for net meter.

Step 5-After installation of net meter and inspection by DISCOM, they will generate commissioning certificate from portal.

Step 6 Once you get the commissioning report. Submit the bank account details and a cancelled cheque through the portal. You will receive your subsidy in your bank account within 30 days.
