According to the order, the beneficiaries of the scheme should be a domicile of Karnataka. Along with women, transgenders can also make use of the ‘Shakti’ scheme.Karnataka Chief Minister Siddaramaiah announced the implementation of five ‘guarantees’ announced by Congress in its manifesto, the government on Monday released the guidelines for the ‘Shakti’ scheme which assures free bus travel for women within the states.

The government issued administrative approval for ‘Shakti’ and also mentioned buses where the scheme will be applicable.The State Government of Karnataka has mentioned the need for women to possess ‘Shakti Smart Cards’ to avail the ‘Shakti Yojana’ scheme, aimed at providing free travel within the state. In an official order, the government has outlined the guidelines for the implementation of this freebie included in the pre-poll manifesto.

To avail themselves of the benefits of free travel, women are encouraged to acquire the ‘Shakti Smart Cards’ introduced under the scheme. It is important to note that the scheme exclusively applies to intra-state travel.

While the ‘Shakti Yojana’ encompasses a wide range of buses, it is essential to be aware that luxury buses such as Airavata, Airavata Club Class, Airavata Gold Class, Ambari, Ambari Dream Class, Ambari Utsav, Fly Bus, Rajahamsa, Non-AC Sleepers, Vayuvajra, and EV Power Plus buses are not covered under this scheme. The focus remains on making every day commuting more accessible and affordable for women across the state.

What is the ‘Shakti’ scheme

Under this scheme, Congress had promised to free bus travel for women in its manifesto during the Karnataka Assembly elections.After Siddaramaiah assumed the office of Chief Minister, the government gave in-principle approval for the scheme along with four other ‘guarantees.’In June, the Karnataka cabinet announced the implementation of the ‘Shakti’ scheme on June 11.

Who is eligible?

All women, who are residents of Karnataka are eligible for this scheme including students. Members of the transgender community can also take benefits of ‘Shakti’ scheme.

How to avail free bus travel scheme

Until the ‘Shakti’ smart cards are issued, the government has allowed photo identity cards with residential addresses including Aadhaar cards to be shown to the conductor during bus travel.

Buses in which the ‘Shakti’ scheme will be implemented

The Government in its order said that this scheme will be implemented in all four transport corporations in the state, namely Karnataka State Road Transportation Corporation (KSRTC), Bengaluru Metropolitan Transportation Corporation (BMTC), NorthWest Road Transportation Corporation (NWRTC) and Kalyana Karnataka Road Transportation Corporation (KKRTC).

The ‘Shakti’ scheme will be implemented on buses belonging to these four transportation corporations plying within the state. The free bus pass scheme will also be applicable in Meghdoot buses.

Women of the state are allowed to take benefit of the card.
It is necessary for an individual to be from Karnataka state.
Students can also apply for the ಶಕ್ತಿ ಸ್ಮಾರ್ಟ್ ಕಾರ್ಡ್.
Transgender community people are permitted to apply for the card.

The government has mandated 50 per cent of seats reserved for men in buses where the ‘Shakti’ scheme is applicable.

The government has mandated the conductors to issue ‘zero’ fare tickets to women mentioned from the start point to the destination, based on this distance, the government will reimburse the amount to the transport corporations.
